Add documentation for temporal logic operators.

* doc/tl/, doc/tl/tl.tex, doc/tl/tl.bib: New files.
* doc/ (SUBDIRS): Recurse into tl/.
* Output doc/tl/Makefile
* README: Describe doc/tl/.
